Your Lordship will have noticed
that in the Annual Statement of Receipts and Expenditure
forwarded in my Despatch No. 83 of 2nd. April that the
amount of Railway expenditure carried on surplus balances
was included under the head "Public Works Extraordinary".

It has been brought to my notice that this method of treat-
→ment does not accord with the provision in Colonial
Regulation No. 252 that such expenditure should be shown
"under a separate head following and distinct from the
total of other expenditure"; and that the aim of this
Regulation and of No. 250 will be best attained by the
treatment shown in the statement attached.
This method of accounting assumes
as deliberate the omission in the new Regulations of the
provision
